How Keno is generated

The algorithm

draw 10 numbers from 40 (one float each, from the remaining pool)

Ten floats are drawn from the HMAC-SHA256 stream.

Each float selects a tile from the remaining pool of forty, producing ten distinct numbers.

The draw is identical for everyone holding the same seed pair and nonce.
